Across the country, police departments are switching their radios to encrypted systems that the public cannot hear — and we think communities lose more than they gain when it happens. For most of a century, anyone could turn on a scanner and hear their own town's police, fire, and rescue traffic in real time. That openness wasn't an accident or an oversight. It was a working part of American public safety, and it's disappearing one city-council decision at a time.

How fast it's spreading

By our count, 818 US counties — 26% of the country, home to about 68% of Americans — now have at least one law-enforcement agency that encrypts its routine dispatch. It is overwhelmingly a big-city trend: of the 50 most populous counties, 42 have at least one agency that has gone dark. The case departments make

To be fair to the other side: agencies cite officer safety, the privacy of victims and witnesses whose names and addresses go out over the air, and data-security rules for records traffic. Those concerns are legitimate. The question is whether they justify locking the public out of everything — because there are narrower fixes, and plenty of agencies use them.

What a community loses when dispatch goes dark

Independent reporting

Local newsrooms have relied on scanners for generations — it is how reporters learn about the fire, the crash, and the standoff while it's happening, not hours later in a press release. When dispatch encrypts, the public's picture of local emergencies narrows to exactly what officials choose to release, on the timeline they choose. Whatever you think of the press, a town where news of public events flows only through official statements is less informed, full stop.

Real-time safety information

During fast-moving emergencies — wildfires, floods, tornado outbreaks — scanner listeners routinely hear evacuation and road-closure traffic minutes before official alerts reach their phones, and radios keep working when cell networks fail. Those minutes matter. Encrypting dispatch takes that early warning away from the people closest to the danger.

The volunteers

Storm spotters, search-and-rescue volunteers, volunteer firefighters, tow operators, and amateur radio operators who support emergency communications all listen to public-safety traffic to know when and where they're needed. Dark airwaves make every one of those roles harder.

Trust

Open dispatch was a daily, unglamorous form of transparency: anyone could verify what their police department was doing in their name. Removing it — usually with little public debate — asks communities to accept less visibility at a moment when trust between police and public needs more of it, not less.

There's a middle ground, and many agencies already use it

This isn't all-or-nothing. Plenty of departments encrypt tactical operations, investigations, and records channels — where the safety and privacy arguments are strongest — while keeping routine dispatch open. Others provide delayed or live public feeds. Those approaches answer nearly every concern departments raise without cutting the public off. When full encryption is proposed in your town, that's the alternative worth asking about, out loud, at the council meeting where the decision actually gets made.
