Police Scanner Encryption Explained: What You Can Still Hear in 2026

Encryption scrambles a radio transmission so only radios holding the matching key can decode it. If your local police department has encrypted its channels, no scanner can hear them — not a $60 handheld, not a $700 digital trunking receiver. This is the single most important thing to understand before buying a scanner, and almost nobody selling them will tell you.

Encryption is not the same as digital

These get conflated constantly, and the difference decides what you should buy.

The audio is transmitted as data rather than analog voice. It is not secret — it just needs a digital-capable scanner to decode. An analog radio hears it as harsh garble.

Encrypted

The transmission is scrambled with a key. Without the key it is noise. No consumer scanner at any price can decode it, and attempting to is illegal.

Analog FM

Traditional voice radio. Still in use by a large share of US agencies, especially fire, EMS, and rural departments.

So: a county on digital but unencrypted P25 needs a digital scanner. A county on encrypted anything is closed to everyone. A county on analog works with the cheapest handheld you can buy.

How to tell what your area is running

  1. Listen for the pattern. If you hear fire and EMS clearly but police channels are dead silent, that is encryption. If police channels produce a loud rasping or warbling noise instead of silence, that is unencrypted digital — and a digital-capable scanner would decode it.
  2. Check whether your agency announced a migration. Departments moving to encrypted systems usually publicise it, often framed around officer safety or criminal justice information rules.
  3. Ask someone with local knowledge. Radio hobbyist forums track this county by county and update faster than any published database.

What stays open almost everywhere

Even in heavily encrypted metros, a large amount of genuinely useful traffic remains accessible on a basic analog scanner:

  • Fire dispatch. Very rarely encrypted anywhere in the country. Mutual-aid response depends on departments from different jurisdictions hearing each other, which encryption breaks. This is the most reliable listening in the US.
  • EMS and ambulance. Usually open for the same interoperability reason.
  • NOAA weather. Always open, transmits continuously, and works during power and cell outages. For many buyers this alone justifies the radio.
  • Aviation. Air traffic control is analog nationwide and will remain so.
  • Public works and utilities. Road crews, snowplows, outage response.
  • Amateur radio repeaters. Always open, and the backbone of volunteer emergency communication during disasters.

Why departments encrypt — and why some do not

The arguments for encryption are officer safety, protecting victim and witness information, and compliance with rules governing criminal justice data. The arguments against are public accountability, press access, and the practical problem that encryption makes it harder for neighbouring agencies to coordinate during a large incident.

The result is a patchwork. Two adjacent counties can be completely different, which is exactly why a blanket claim that any scanner "hears police" is meaningless without knowing where you live.

Does this mean a scanner is not worth buying?

It depends entirely on your county, and that is a question with a real answer rather than a sales pitch.

If your area is still analog — and much of the country is, particularly outside major metros — an inexpensive handheld gives you police, fire, EMS, and weather for well under a hundred dollars.

If your police are encrypted but fire, EMS, weather, and aviation are open, a scanner is still genuinely useful. Just buy it knowing what it will and will not do.
