The Visalia exception, spelled out
Visalia Police fully encrypted its three channels in April 2025. No scanner decodes encrypted traffic — not an analog handheld, and not the most expensive digital model either. Anyone who tells you a better radio will fix it is selling you a return.
What that does not mean is that a scanner is useless in Visalia. Visalia Fire and EMS dispatch is analog and open, the Sheriff covers the surrounding area in analog, and county fire, CAL FIRE, air ambulance and NOAA all come through fine. Plenty of Visalia listeners are there for fire, medical and weather. But if hearing Visalia PD is your whole reason, the honest answer is that this will not do it.

Can I hear the Tulare County Sheriff on a scanner?
Yes. The Sheriff dispatches on analog FM in the UHF band, with separate North and South dispatch channels plus mutual aid and tactical. A hand-programmed scanner receives all four.
Can I hear Visalia Police?
No. Visalia PD fully encrypted its dispatch and both secondary channels in April 2025. Encrypted traffic cannot be decoded by any scanner, analog or digital. Visalia Fire and EMS dispatch remain analog and are still fully receivable.
What about Porterville and Tulare police?
Both are still analog. Porterville PD has dispatch, secondary and tactical channels in the clear, and the City of Tulare PD has dispatch and secondary in the clear.
Is it legal to own a police scanner in California?
