Police Scanner Not Picking Anything Up? 9 Fixes That Actually Work

If your scanner is silent, the odds are overwhelming that it is a setting, an antenna, or a coverage issue — not a broken radio. Work through these in order. The first four solve the large majority of cases, and they take about two minutes total.
Start here: the four two-minute checks
Your squelch is turned up too high
This is the single most common cause. Squelch mutes the receiver until a signal is strong enough to break through. Set too high, it silences everything except the loudest transmissions.
Do this: turn squelch all the way down until you hear open static, then raise it slowly until the static just disappears. That is the sweet spot. If you never hear static at any setting, your squelch is not the problem — skip to Fix 03.
Nothing is actually happening right now
Police radio is not continuous. In a small county, dispatch may go quiet for twenty or thirty minutes at 2pm on a Tuesday. New owners often diagnose a "broken" scanner during a genuinely quiet stretch.
Do this: listen during peak hours — weekday evenings, Friday and Saturday nights, or during bad weather. If you hear traffic then, your radio is fine.
The antenna is loose, wrong, or indoors
Antenna quality affects reception more than anything else about a handheld. A stock rubber antenna sitting in the middle of a house with stucco, foil-backed insulation, or a metal roof will hear very little.
Do this: make sure the antenna is screwed on fully — finger tight, not cross-threaded. Then walk outside or stand next to a window and try again. If reception jumps, the radio works and the problem is where you are using it. An upgraded whip antenna is the cheapest meaningful improvement you can make.
You are scanning an empty or locked-out channel bank
If the display is cycling through channels but never stops, it is scanning frequencies with no activity. If it is sitting on one channel and not moving, it is not in scan mode at all.
Do this: confirm the radio is actually in scan mode, and check whether channels have been locked out. On many handhelds a stray button press can skip a channel permanently until you unlock it.
If it is still quiet
The battery is low
Receive sensitivity degrades before a radio shows a low-battery warning. A half-dead battery hears noticeably less than a full one. Charge it fully and retest before assuming anything else.
You are too far from the transmitter
VHF and UHF are roughly line-of-sight. Hills, valleys, and dense buildings block them. Being twenty miles out with a ridge in between will beat any handheld antenna.
Do this: try from higher ground or a different side of the building. Reception that changes with location is a range problem, not a hardware fault.
A CTCSS or DCS tone is set on the channel
These are sub-audible tones that keep a receiver silent unless a matching tone is present. If a receive tone is programmed and the agency is not sending it, you will hear nothing even with a perfect signal.
Do this: set the receive tone to none or CSQ on that channel. If audio appears immediately, that was it.
Local interference is desensitising the radio
LED light fixtures, cheap phone chargers, solar inverters, and plasma TVs throw broadband electrical noise that can swamp a nearby receiver.
Do this: move away from electronics, or switch off suspect devices one at a time. If the noise floor drops, you have found the source.
Your agency moved to encrypted or digital radio
This is the one no amount of troubleshooting fixes, and it is increasingly common. A growing number of departments have migrated to encrypted or digital P25 systems. An analog scanner cannot receive those transmissions — at any price, with any antenna.
The tell: you hear fire and EMS clearly, but police channels are silent or produce a harsh digital garble. That is not a fault. That is encryption.
If that is your situation, fire, EMS, NOAA weather, aviation, and public works are almost certainly still open to you — and in many areas that is the majority of what is worth hearing anyway.
How to tell hardware failure from everything else
Genuine hardware failure is rare. Two quick tests:
- Tune to a broadcast FM station. If the radio receives commercial FM cleanly, the receiver works.
- Tune to your local NOAA weather channel. That transmits continuously, 24/7. If you hear weather but nothing else, your radio is healthy and the issue is coverage, programming, or encryption.
If both of those are silent with squelch open and a fully charged battery, then you may have a genuine fault.
